When REC proposed Simple 250, we proposed a transition period when LP-250 upgrades are first available. To assure fairness to all applicants, REC had proposed that LPFM stations wishing to upgrade during this transition period, must treat any other co-channel and first-adjacent channel LPFM stations as also qualified to upgrade and thus, the tool requires a distance separation as if the other LPFM station is already an LP-250.
If after this proposed transition period, the other LPFM station does not upgrade, then they can be treated like an LP-100 station. The conditional result shows if, after the transition period, your LPFM wants to upgrade, they may be able to on a first-come first-served basis.
