VPIF: Support for LMS applications

An enhancement was added to the Voluntary Public File system to support the display of LMS applications (renewals, modifications and licenses) on the "Applications and Other Materials" screen. Ability to display license documents created off of LMS applications will appear in a future release after some LMS license to cover applications are granted.
