LMS database modifications and new tables.

REC performed emergency maintenance on the database due to unexpected LMS table changes at the FCC. Added fields to tables lkp_contact_rep_type, app_antenna, app_antenna_frequency, application, application_facility and facility. Added three new tables: atsc3_facility, atsc_nextgen and technical_certification. Full CDBS/LMS update started at 6:45PM.
