The Federal Communications Commission has announced the mandatory filing deadline for the Emergency Alert System (EAS) Test Reporting System (ETRS) annual Form One filing. The deadline for filing will be October 4, 2024.
Reporting is mandatory and is required for the following facility types:
- LPFM stations originally from the First (2000/2001) and Second (2013) Generation LPFM Filing Windows.
- LPFM stations originally from the Third (2023) LPFM Filing Window that have either already filed their License to Cover application or plan to do so prior to October 4, 2024.
- Full-service reserved-band (88~92) noncommercial educational FM stations originally applied for prior to the 2021 NCE Filing Window.
- Full-service reserved band (88~92) noncommercial educational FM stations originally applied for in the 2021 NCE Filing Window that have either already filed their License to Cover application or plan to do so prior to October 4, 2024.
- Full-service FM broadcast stations in the non-reserved band (92~108) that predate Auction 109.
- Full-service FM broadcast stations in the non-reserved band (92~108) that were awarded in Auction 109 and that either have already filed their License to Cover or plan to do so prior to October 4, 2024.
Stations in the above categories that are currently silent are still required to file.
Full-service FM facilities that operate as “satellites” of other full-service FM facilities and duplicate programming 100% of the time are not required to file for the satellite stations but are required to file for the hub station. FM Translator and FM Booster facilities are not required to file a form (though their primary station does).
Even though a National Periodic Test (NPT) will not be conducted this year, facilities must file Form One annually, pursuant to §11.61(a)(3)(iv)(A) of the Commission’s Rules.
Those how wish to file their own Form One for each of their stations can go to the FCC’s public notice and follow those instructions.

Facilities that in the past two NPTs had REC handle their ETRS Form One filing and the station has not been assigned since then (and still using the same FRN), REC’s fee will be $50 per facility, for all facility types required to file (LPFM and full-service FM).
For facilities that have not used REC in the past two tests as well as for facilities that have been assigned since the last NPT and therefore has a new FCC Registration Number (FRN), REC’s fee will be $100 per facility for all facility types required to file (LPFM and full-service FM).
