On Tuesday, March 5 and Wednesday, March 6, 2024, LMS was displaying a similar behavior. During the downtime, the LMS public interface would return a 503 System Unavailable message. This also makes the page used to download LMS raw data unavailable. As a result REC is not able to retrieve the raw data dump at its scheduled time (5:45 AM ET) as well as scheduled eLMS polling activities (every 15 minutes starting at 6:00 AM ET).
On Tuesday, March 5, REC detected the outage starting at 2:59AM and ending at approximately 9:13AM (ET).
Due to the activities with the Third Generation LPFM Filing Window, the REC Enforcement (DIngers) database was not being periodically updated.
We have now caught up the Dingers database to provide consistent coverage from January 1, 2018 to present (February 13, 2024).
The Filing Window Tracking Tool will now include state by state statistics on the number of applications in various categories. The following filing windows will be supported:
eLMS is adding a new status code GRR to indicate an application grant that has been rescinded and returned to pending status.
When an application comes into LMSlist (formerly LMSbot) or if the application is otherwise retrieved through the eLMS parser and the application status is currently pending in LMS, the systems will check the LMS application history to see if the application was previously granted. If it was previously granted, then the status will be GRR-Grant Rescinded.
In day 2 of the activities in order to repair and improve FCCdata.org, we have made the following changes:
Australia ACMA Support
We have fixed the issue that has been plaguing our ability to deliver Australia data for the past several months. ACMA started to use integers at values that we had not expected to receive. We have modified our database structure to accommodate these larger numbers and that has cleared the issue.
As a part of “catching up” from the overdue work that had to be put off as a result of the 2023 LPFM Filing Window, REC has made the first in what may be a series of enhancements and bug fixes to FCCdata.org.

FCC FM/TV/AM Facility Records
A modification has been placed in the Window Tracker to list applications identified as potential singletons in a "page" format with 100 applications per page. This is to address slow loading and other browser related issues that come with large tables.
This functionality is similar to that already being used on the "Grants" and "Dismissals" lists.

On 1-9-2024, REC has obtained a new source for real time Earthquake Early Warning (EEW) data from Japan. EEW comes from the Japan Meteorlogical Agency (JMA) via a web service that is polled approximately once per second. Alerts are received for all eligible events.
Over the air alerting has not yet been restored to the J1 Radio broadcasts.
Data from the EEW monitoring as well as post-quake information from the JMA is available for public viewing at

eLMS functionality that parses FCC daily "Applications" public notices has been restored to work with the LMS Relay functionality in time for the acceptance for filing of the 2023 LPFM Window applications.
Once per hour, eLMS will check the FCC to see if the daily Applications public notice has been released and if so, it will download the notice and parse the data from it. Applications that are considered as 'Accepted for Filing' will be updated in the Application and Application List functionality.
We have started System40, a major REC IT project to completely overall our back end operating systems and improve the operating server hardware environment.
A new dedicated hosting system has been created.

Added new functionality into the LPFM.app Client Portal to provide client support post-window. LPFM.app will query eLMS to determine if the client's LPFM application is mutually exclusive and if so, will give a basic overview of the MX Group that it is in. For full information, there will be a link to the same group in the Window Tracking Tool.
As previously announced, due to the implementation of a rate structure for the Stamen map tiles, which are used as the default maps for various REC tools, REC has removed access to the Stamen maps on various tools including FCCdata and myLPFM.
The default maps will now be Open Street Map.
In FCCdata, the "bring your own Google Maps API key" option is still available.
We are looking at issues with our data from Australia's ACMA.
Australia services on FCCdata are unavailable at this time.

In Phase II, we add market identification at the Census Tract level. This is to accommodate Nielsen Audio markets in split/partial counties.
